Prime minister John Vorster acknowledged that the people of South West Africa had to decide their own future as per Resolution 435, and his successor PW Botha honored that decision, except that the implementation was postponed until the withdrawal of the Cubans was addressed as well. The presence of the Cubans in Angola complicated the situation.
